（中央社記者陳家倫台北14日電）針對兩岸對南海仲裁案的立場差異，陸委會今天表示，政府主張對南海諸島及相關海域享有國際法與海洋法權益，相關各方應予以尊重；對於涉及領土的問題，政府不與任何一方合作。
行政院大陸委員會今天舉行例行記者會，南海依舊是媒體矚目焦點。北京針對南海仲裁案結果，頻頻呼籲兩岸「共維中華民族祖產」。
陸委會副主任委員兼發言人邱垂正在回答媒體相關提問時強調，「對於涉及領土的問題，不會與任何一方合作」。
此外，有學者認為，南海是兩岸的「機會之窗」。邱垂正則強調，陸委會不評論個別學者的看法。
邱垂正說，政府始終強調，在既有的歷史事實與政治基礎上，推動兩岸關係和平穩定發展，此一立場沒有改變，溝通協商大門始終敞開，兩岸應致力維護兩岸現有的機制，推動兩岸既有交流與合作。
他指出，在當前情勢下，任何有助台海跟區域和平的發展，政府均會與包括中國大陸等相關各方積極展開對話合作，以和平對話方式解決爭端，並以擱置爭議、共同開發方式，與相關各方共同展開無涉主權的相關合作事項，以保護並開發南海資源。
至於無涉主權的相關合作該怎麼進行？邱垂正表示，政府在多邊機制下，以和平方式解決爭端，包括打擊海上犯罪、人道救援、災害救援、環境保護、科學研究等有關非傳統安全的項目，都可以用和平方式推動合作。1050714
